Yaesu Quadra Error Message #1007 Power supply failure?

Hi, I have a Yaesu Quadra VL-1000/VP-1000 and just hooked it up and I get an error message: "PROTECTION CIRCUIT DETECTS POWER SUPPLY FAILURE #1007". I checked the voltage from the VP-1000 power supply, it's supposed to put out 48VDC but it puts out like -2VDC!! Anybody falmilair with them??
