N1SNB difficult situation

Repeatedly make purchases on QTH.com and no problems until not ordered May 4, 2015 at N1SNB (RigExpert TI-5).
Ask seller a question about the possibility of sending in Russia received a quick and swer - of course yes, $ 49, and there are no problems. I send 150$ through PayPal and ask please inform track parcel number.
Track number was not provided.
The item is not received.
In my letters and questions N1SNB posted late or did not respond
an agreement with the seller, we do not come
I decided that the purchases on QTH.com no longer do... :(

After opening the dispute on Paypal and publication of the letter
the seller promptly replied
and offered to return 50%
I agreed ...
He wrote(N1SNB): «close dispute and I will send today»
I answered: «I close the dispute immediately after receiving money for PP»
and then I get this(N1SNB): «Thief Russian i am sure you got the item now u want the money. thief i am posting on QRZ about you»
curtain.

In his correspondence, I have never doubted that the parcel was sent to me!
I'm sorry that it's laid out here ... but I do not understand why? Because I'm Russian ?!

Well, that's all.
For me, a positive decision on PayPal and the money will be returned. Seller is not found it necessary to provide an explanation.
I thank all who have shown sympathy and support in private messages.
