How to proceed. The product arrived today 20 days later.

I am looking for some legal steps to take against someone who has not shipped something purchased on this forum.
I sent him a personal check and he has taken 3 weeks and just cashed it Monday and cleared the bank.
The guy does not answer his phone often and this was the case before we
agreed on this deal. Last time we spoke was Sunday and he said his wife
shipped it last week via UPS. I asked for the tracking # and he said his wife has it and he is on the road. I figured it should show up Monday but nothing.
What recourse do I have with a copy of the canceled check ?
I figure if the guy was dishonest he would have cashed the check right away
when he received it 3 weeks ago. If he just hasn't shipped it or doesn't know what his wife has done it would be nice to know it.
I figure the guy is unorganized, packed it and left it up to his wife. I looked his name up for a local number to phone his home but cannot find one.
