changed his mind to make more money

I had a wanted ad for a power supply on QTH. On Jan. 12 I receive a e-mail from Martin Schwartz KF4JWF, He told me he had a RS-35m for sale. We e-mail a couple of times, he told me the condition and price, the price was $100.00. So I told him I would take it and that i was going to pay by money order, he said that was fine with him. I wanted his phone no. just to ask him one last question, he gave it to me and the best time to call him.
The first thing he said on the phone was that he had change his mind and he was going to keep it. The next day i seen that he had posted a ad for the same power supply but this time he wanted 135.00 plus shipping. He really didn"t want to keep it for himself, he wanted more money. We had a deal for 100.00 and he back out, people should not do that. i still have all the e-mails that he send me. i do not think what he done was right..
