VK4SOE - Fraud by decepyion

VK4SOE.
Take note if dealing with this person.
I recently advertised on VKham.com looking for a good condition
Kenwood TS-830S Transceiver.
VK4SOE,RAY,replied to my request stating that he had one in excellent condition.
I sent him a Postal Money Order for $425 AUS to pay him for the radio and extra for Registered mail and Insurance.
On Receiving the package from VK4SOE I opened it to discover an ordinary Kenwood TS-820S.
I immediatelly e-mailed him to inform him of the problem and asked him to at least refund me some of my money as I felt I had been deceived.
Ray VK4SOE replied telling me that he and a couple of his engineering "FRIENDS" considered that this radio was worth the money I sent him.Further if I wasn't satisfied I could return the radio and he would refund my $425.This meant I would have to spend a further $40 to return his radio putting me out of pocket with no guarantee of getting my money back.
I contacted him again and requested he return my original expenses plus the $40 to return hisradio.After many more requests he has ignored me.
I posted a complaint on VKham without naming him and had over 100 supporting mails from other VK hams.i sent each a Transcript of the dealings with Ray VK4SOE.I would guess he has had a lot of nasty mail and phone calls from the VK fraternity but true to form he is hiding under his rock.
I can persue him legally as a civil fraud offence in VK.
His interest is in WW2 Special Operations Executive radio equipment.
He is a member of the Australian Radio Amateurs Old Timers Club.
A number of other VK Amateurs have informed me of shady dealings with him.
I guess in his arrogance he probably delights in having his profile up in lights.
