KD7UGY scammer?

KD7UGY has an ACOM 2000A advertised for sale but his IP address location does not match his QTH address. I emailed him and he wants a bank transfer due to a health condition.
Is this guy a scammer?

Update: I requested a picture with his qsl card and got an obviously edited picture with the card.
Is this guy a scammer?
