TS-440S "S" METER RECEIVE STRENGTH

I have a TS-440Sat. When the radio is receiving on any band the "S" meter hardly moves. As compared side by side with a TS-940 and a TS-2000 on the same antenna (switching between the three), a "20 over 9" on the 940 and 2000, is only a 6 to 7 on the 440. I have the RF gain all the way clockwise. The ATT switch or NB are both OFF. The tuner, in or out, makes no difference. The meter in the ALC PWR or SWR works fine. The received audio is fine and is identical (audio-wise) to both the 940 and 2000. Any suggestions?

Most S meter ciecuits have a calibration pot.and procedure to calibrate them..
So its likely uncalibrated to known signal strength..
