Need help on my portable repeater project

Hi, I am building a 2mtr portable repeater for our ARES Club.
I'm using ic-2200h mobile radios and a ces rm-10 controller.
I have every thing working great, EXCEPT, I cannot get any transmit audio.
I have a good cor/cos signal and the unit comes up very well.
The roger beep is fine.
Can someone suggest where I should be looking?
I have been advised the tx af mute is not functioning, I do have great audio
at the mod in on tx hook-up. Used a 8 pin cat connector for input.
I would appreciate any suggestions.
I am aware of the possible drawbacks using these units. Money is not avaiable
to purchase Motorolas or for that matter any other units better suited.
