Henry 1KD-5 Problem

Got a 1KD-5 with new 3-500Z, power out on 80 and 40 good. Can't get power thru the amp (when ON) on 15 or 20, and with amp ON, I can see the RF bring up the Ip and Ig but cannot tune (adjust) them with TUNE/Load. Seems something is blocking the RF on those bands. Has the 10 meter stop on the bandswitch removed, and wondering if the 10 meter mod did something (can't get any RF out on the amp meter or external on 10 meters either, but works fine on 80/40.

It was the previous owner, never cleaning the band switching, it was grimey, and after I cleaned it, worked okay. Think someone would take better care of their equipment....
