Bill, PayPal senses whether the person coming to their site to make a payment has used PayPal before (by looking at cookies). If they can see they are a PayPal user, they immediately present the PayPal Username and Password box to login.

HOWEVER if the user does not look like a PayPal user, they will, instead, present the person with a credit card form, so the user can pay with a credit card.

So, if the user isn't a PayPal user, then quite possibly it is PayPal showing them the credit card form and he's entering in the card at PayPal's site (why is that a problem?)

And if the user IS a PayPal user, then they must have cleared their cookies or are using a computer that isn't normally their PayPal computer... so they have to find the link on that page that allows them to login, so they can pay with PayPal instead.

Actually, PayPal will see if either the credit card is registered already with PayPal, or if the email address is already registered,... they will pop up a thing saying that it appears they are a PayPal user already and allow them to login to continue.

OK, this part I am NOT familiar with. If he is entering the credit card info and he is NOT a PayPal user, isn't PayPal just going to reject his credit card "payment"????
Sounds like you do not understand how PayPal works at all. No, they will not reject the payment. Customers can pay by credit card easily... if you accept PayPal, you are basically saying you accept credit cards, too, in addition to PayPal. If they use PayPal, they pay by PayPal. If they don't use PayPal, they pay by credit card.
