If something doesn't function properly, the rig isn't 100% operational.

And sellers wonder why they get reamed out by buyers!

Gramatically its correct. If it had low out put power and low audio and maybe scratchy volumn control it would be "80%" with 'except ' notch filter not working..

So all the working parts being 'factory spec'ed except
notch filter the it would be "100% except......."
It all depends on how you hold your left wrist.!
