"SYSPEC" Takes Your Money, the Nothing Received

I purchase via PayPal for a cost of $54.95 on Dec. 6, 2005 the oscilloscope training course manual and VHS tape advertised by SYSPEC on this website banners. I never received a reply or shipment of anything from SYSPEC. I tried to contact SYSPEC many times via the email address given on their PayPal account. No replies at all. Today, I have received from PayPal the following:

After careful review, we have concluded our investigation of the Buyer

You should contact your bank and let them know you have been the victim of fraud, if you used a credit card request a chargeback. Paypal tried that same thing on me, I got a chargeback from my bank and they (Paypal) were left holding the bag (the cost of having the service).
