I've learned my lessons: check the forum before buying, and do not use the "Friends and Family" PayPal feature.
On June 16, 2019 I paid $105 via PayPal's "Friends and Family" - as the seller requested for a Swan Swan 117XC power supply. What followed was the stuff of nightmares. For example:

There were several unanswered emails. I never received any tracking information. I made it clear that I will use every avenue at my disposal to recover my loss (even if it costs me far more, trips to Pennsylvania, etc.) Zero tolerance. I was ready to lock horns with the PA Attorney General, civil suit, etc. and I think this knuckle-dragger knew I meant it.
I finally received the item, poorly packed in a simple USPS Priority box, 8/5/2019.
In addition to being a liar, this loser appears to be unable to write coherently, using complete sentences with punctuation, which from now on I'll pay attention to. Never, ever again.
