SUBMISSION.
BROADBAND OVER POWER LINES
Sir,
The following facts are forwarded to you for your serious consideration and action on behalf of
Operators in the Amateur Service within Australia.
1) Some 16,000 (approximately) Operators are likely to be severely disadvantaged by the necessary legislation to implement the use of Power Lines for distribution of Broadband data.
2) A proportion of these citizens provides EMERGENCY COMMUNICATIONS on a National basis for the statutory authorities in any emergency or disaster if required. This is recognised by the National Counter Disaster organisation in Canberra. It is recognised in New South Wales where this service is considered a SPECIAL RESOURCE by the State Emergency Service.
3) The services available to the statutory authorities are under the national command of THE WIRELESS INSTITUTE CIVIL EMERGENCY NETWORK known nationally as W.I.C.E.N.
4) Every State has a W.I.C.E.N. Co-ordinator and each area or town has a W.I.C.E.N. officer in command. Australia-wide communications are available intra and inter-state by means of frequencies within the proposed spectrum allocation.
5) In addition to the above serious threat there is the matter of revenue that may be lost if Operators in the Service are unable to use the allocated spectrum, this appears to be an annual income of
approximately $1 million dollars for the Government or Australian Communication Authority.
6) The above information addresses the concern of all Operators in the Amateur Service, it also
supports any submissions received by you from our national Wireless Institute of Australia.
The above submission voices the serious concern held by VK2ARK and the many hundreds of licenced Amateurs that call into the group on a regular basis. Amateur Radio Kandos Group that actively use the spectrum allocated to them by the Australian Communication Authority that will or may be affected by the introduction of the Broadband Over Power Lines proposal.
