Why did PayPal refund your payment back to him? Did he file a claim with PayPal or his credit card company? Did he file a "not as Described" or "not received" claim? I think as a rule of thumb, the higher the better. For a tri-bander I would say that 60-70 feet would be a good overall height, but 40-50' is sure a lot better than 25' or nothing at all.
