There are plenty of ways to get on HF for your budget. It may not have all the new bells and whistles, but it will receive and transmit.

There are a lot of those in use today. There are others that are purely collector's items. The collector's versions are highly priced. Yours is not a collector item as it sits. It will need to be tested (dry capacitors, etc) and the case repaired. I would GUESS $1K or slightly less.

From ICOM, it would be the SM25 (available on aftermarket, now discontinued) or SM26 (current). There are others that will work but most will require modification of the connector.

Great radio that was a few years ahead of its time. To work on it you will need the extender board. Those are available but sometimes tough to find.

I am GUESSING that you would do more damage to the radio than the amp. It will sense the RF and key but will create a mismatch in the tuning circuit. If the amp is relay keyed instead of RF sensing, you could get by with bypassing it with a hard switch. It is likely to be a problem.
