This doesn't seem to really belong in the QTH swap forums unless he is selling something here. The best method for taking care of this problem would be either to tape him and send it to the FCC, or get an ARRL OO involved, and let it go from there. IMO, of course.

While not side-stepping your original complaint, if you are able to open a repeater, but no audio, the first thing I would check it the mic. I have to ask, did you send the buyer an email explaining that you would be waiting for the e-check to clear? Your buyer may not have been clear that there would be a delay. Also, when did you send the "tracking" number? Since you mention Parcel Post, I am guessing you shipped delivery confirmation....

Do either Ebay or PayPal prohibit "cash discounts"? If not, you could always price your sale item with the fees, and offer the "cash discount" on USPS money orders, certified checks, or cash payments.
